PREVIEW 
STEP 1- Save this picture and open it in your Paint Shop Pro, named MainPic
STEP 2- Right click on layer MainPic -> Duplicate -> named BlendColor
- Choose layer BlendColor -> at the topmenu choose Adjust -> Blur -> Gaussian Blur radius_100
STEP 3- On the layermenu, change style of layer Blend Color from Normal to Overlay
- Its some easy steps but can give your picture a different look, brighter, darker, mix color blending... Here is another example, I choose Color (L)
- Also remember, how the style appears depend on your picture as well as the color of your BlendColor after using blur tool. You can try blur different picture to get the best color you want and then apply to the picture you want to blend. Playing around with it you will soon get experience and have a effective blend color layer library.
